2026 Texas Bootstrap Loan Program Year End Report
Use of Bootstrap funds increased substantially in the FY26. Net activity draws total $3,195,000 across 71 activities, compared with $2,122,900 across 48 activities in FY25. That is an increase of $1,072,100, or 50.5%. The FY24 total was $2,114,400 across 47 activities.

From FY24 to FY26, net draws increased by $1,080,600, or 51.1%, while the number of activities rose by 24 (51.1%). The FY26 increase reflects more recorded activities; the FY26 amended award and net draw are $45,000 for each of its 71 activities. FY25 activity volume and spending were nearly level with FY24.
Utilization Pattern
These figures show a greater number of Bootstrap loan closings in both dollar terms, especially in FY26. This increase suggests that marketing and outreach efforts implemented by the Department during SFY2024 and SFY2025 did result in an increase in interest in Bootstrap, particularly in San Antonio, where Habitat for Humanity of San Antonio began participating in FY2025.
Bootstrap loan closing increased markedly in the FY26 activity records. The program recorded $3.195 million in net activity draws for 71 activities, 50.5% more dollars and 23 more activities than FY25. This followed little change between FY24 and FY25.
Additionally, Habitat for Humanity Texas provided consulting services to six Habitat for Humanity affiliates that closed a combined eight loans in FY26. This is a slight decrease from the nine loans closed by affiliates working through Habitat for Humanity Texas in FY25, and a 100% increase from the four loans closed by affiliates working though Habitat Texas in FY24.
2026 Texas Bootstrap Loan Program Allocation
The activity funding made available for Bootstrap from the 2026 allocation was $2,700,393 in accordance with the 2026-2027 Texas HTF Plan; however, the 2026 Notice of Funding Availability (NOFA) was amended on July 23, 2026, to add $3,636,364 in deobligated prior year funding and excess Bootstrap repayments.
As of September 29, 2026, a total of 102 Reservations were submitted requesting SFY2026 funding, totaling $4,545,000 in activity funds (excluding administration). The NOFA remains open for additional submissions until the release of the 2027 NOFA, or when funds are exhausted, whichever occurs first.
Summary
Utilization of the Bootstrap Program has increased. Much of the credit for the increase is due to outreach efforts from TDHCA staff over the past two years, and the engagement of Habitat for Humanity Texas in assisting their affiliates with administration. It is anticipated that demand for Bootstrap will continue to increase as interest rates climb, and staff will work closely with Financial Administration to ensure that all loan repayments and deobligated prior year balances remain available to reserve.
2026 Amy Young Barrier Removal Program Year End Report
The Amy Young Barrier Removal activity records show $1,652,017.49 in net draws for 82 activities in FY26. This is $17,670.28 (1.1%) more than FY25, with four additional activities. Expenditures remain $166,193.69 (9.1%) below FY24. The three-year pattern is a decline in FY25 followed by a modest FY26 recovery.

Geographic dispersion pattern
El Paso has the most FY26 activities (20), followed by Tom Green (13), Dallas (9), Smith (7), and Angelina and Bexar (6 each). Dallas rose from five activities in FY25 to nine in FY26; El Paso rose from 15 to 20. Tom Green fell from 16 to 13. The accompanying map shows the shifts across 26 counties.
2026 Amy Young Barrier Removal Program Allocation
The activity funding made available for AYBR from the 2026 allocation was $1,413,798 in accordance with the 2026-2027 Texas HTF Plan; however, the 2026 Notice of Funding Availability (NOFA) was amended on July 23, 2026, to add $2,341,278 deobligated prior year funding and excess repayments to the Texas Housing Trust Fund.
As of September 29, 2026, a total of 160 Reservations were submitted requesting SFY2026 funding, totaling $3,405,413 in activity funds (excluding administration). The NOFA remains open for additional submissions until the release of the 2027 NOFA, or when funds are exhausted, whichever comes first.
Summary
Demand for the Amy Young Barrier Removal Program continues to exceed the funding amount allocated in the LAR, and supplemental funding from excess Texas HTF repayments remain a crucial source of additional funding to meet program demand. Expenditures of funds from all program years during SFY 2026 were $1.65 million across 82 activities. That is a modest 1.1% increase over FY25, although it remains about 9% below FY24. The FY26 completed activity count also rose from 78 to 82, with the most activity recorded in El Paso, Tom Green, and Dallas counties.
