WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of a One-Year Action Plan in accordance with 24 CFR §91.320;
WHEREAS, the Texas Department of Housing and Community Affairs (“the Department” or “TDHCA”) has developed the draft 2026 State of Texas Consolidated Plan: One-Year Action Plan (the Plan), which reports on the intended use of funds received by the State of Texas from HUD for Program Year (PY) 2026, beginning on September 1, 2026, and ending on August 31, 2027;
WHEREAS, a public comment period will be open from Friday, April 17, 2026, through Sunday, May 17, 2026, and a public hearing will be held on Wednesday, May 6, 2026, to garner input on the Plan; and
WHEREAS, per 24 CFR §91.15(a)(1), the Plan is required to be submitted to HUD on July 17, 2026, which is at least 45 days before the start of PY 2026;
NOW, therefore, it is hereby
RESOLVED, that the draft 2026 State of Texas Consolidated Plan: One-Year Action Plan, in the form presented to this meeting, is hereby approved for release for public comment; and
FURTHER RESOLVED, that the Executive Director and his designees are each hereby authorized, empowered and directed, for and on behalf of the Department, to cause notice of the draft 2026 State of Texas Consolidated Plan: One-Year Action Plan to be published in the Texas Register and, in connection therewith, to make such non-substantive grammatical, monetary and technical changes as they deem necessary or advisable.

BACKGROUND
TDHCA along with the Texas Department of Agriculture (TDA) and Texas Department of State Health Services (DSHS) prepared the draft 2026 State of Texas Consolidated Plan: One-Year Action Plan (Plan) in accordance with 24 CFR §91.320. TDHCA coordinates the preparation of the State of Texas Consolidated Plan documents. The Plan covers the State’s administration of the Community Development Block Grant Program (CDBG) by TDA, the Housing Opportunities for Persons with AIDS Program (HOPWA) by DSHS, the Emergency Solutions Grant (ESG) Program, the HOME Investment Partnerships (HOME) Program, and the National Housing Trust Fund (NHTF) Program by TDHCA.
The Texas General Land Office (GLO) is the responsible entity for developing the State Community Development Block Grant Disaster Recovery Program (CDBG-DR) Action Plan and submitting any required amendments to the Consolidated Plan in accordance with HUD guidelines. Examples of activities described in the 2026 One Year Action Plan include, but are not limited to, the Reconstruction of single-family housing through TDHCA’s Homeowner Reconstruction Assistance (HRA) program, Tenant Based Rental Assistance (TBRA), HOME and NHTF (National Housing Trust Fund) Rental activities, Homeless programs, and Colonia Self-Help Centers.
The Plan reflects the intended uses of funds received by the State of Texas from HUD for Program Year 2026. The Program Year begins on September 1, 2026, and ends on August 31, 2027. The Plan also illustrates the State’s strategies in addressing the priority needs and specific goals and objectives identified in the 2025-2029 State of Texas Consolidated Plan.
The Plan does not include discussion of TDHCA’s ESG-CV or CDBG-CV funds. ESG-CV and CDBG-CV are separate programs, which were created by the CARES Act related to the Coronavirus pandemic. Information on these temporary programs may be found in amendments to both the 2015-2019 State of Texas 5-year Consolidated Plan and 2019 One-Year Action Plan found here: <https://www.tdhca.texas.gov/housing-resource-center-annual-or-biennial-plans-and-reports>.
Upon approval by the Board, the draft Plan will be available for public comment on the TDHCA Public Comment Center at <https://www.tdhca.texas.gov/tdhca-public-comment-center>. The public comment period will be open from Friday, April 17, 2026, through Sunday, May 17, 2026, and a public hearing will be held on Wednesday, May 6, 2026, at 2:00 p.m. The Texas Department of Agriculture regularly hosts public hearings and informational sessions on the CDBG funds they administer, more information on these hearings can be found at <https://texasagriculture.gov/Grants-Services/Rural-Economic-Development/-TxCDBG-Rural-Community-Development-Block-Grant/Training-and-Events>. More information on the location of the hearing will be posted on the TDHCA public comment page, web calendar and sent via listserv prior to the start of the comment period.
Following the public comment period, staff will present a final Plan to the Board, prior to submission to HUD. Per 24 CFR §91.15(a)(1), the Plan is required to be submitted to HUD by July 17, 2026, which is at least 45 days before the start of PY 2026.
There were no substantial changes to the Plan or programs from the 2025 One-Year Action Plan to the 2026 One-Year Action Plan. A minor change of note is that TDHCA may initiate a set-aside of funds for direct administration of TBRA by the Department for persons transitioning out of jail or incarceration.
The Department has not yet received the PY 2026 allocation amounts for ESG, HOME, NHTF, CDBG and HOPWA. In the past, it has taken HUD up to 60 days from the enactment of the appropriations bill to inform States and Participating Jurisdictions of Program Year funding levels. Therefore, an estimate is being used in the draft Plan. The Department used the previous year’s funding levels as estimates. It is expected that the Plan will be updated with final allocation amounts prior to board approval of the final Plan.
Staff intends to present the Plan to the Board for final approval at the Board meeting of June 4, 2026, allowing sufficient time for the Plan to be submitted to HUD prior to the deadline of July 17, 2026.
